iPad management

We are looking to pilot a program with iPads and I'm trying to figure out a way to manage/image them to have a consistent product out in the field.  I would like to do this from a PC not from a MAC simply because we don't have any MAC's in our district.  Does anyone have any good suggestions for this?  What is everyone out there doing with iPads?  How do you purchase/load/manage apps on multiple devices?

We are only getting a few to start but I'm trying to figure out where I'm headed before I get a bad surprise.  Everything I've read or found online is not promising so far.
